Julie Behm Carter, JD, MA, HCML 
Vice President Mission Services

Julie serves as Vice President of Mission Services for St. Mary's Health Care System. She is responsible for overseeing Mission Integration Essential Services (Ethics, Formation, Mission Leadership, Spiritual Care, and Well-Being of the Ministry Community) throughout St. Mary's sites and services. Julie serves as a member of St. Mary's executive leadership team, collaborates with spiritual care, and leads the St. Mary's Mission Coordinating Council.

She practiced health care law for 20 years until a family relocation brought her from Connecticut to Kansas. During her time in Kansas, she served as a consultant to help establish a medical-legal partnership between a community hospital and the University of Kansas School of Law. She also served as a member of various community boards and was a volunteer with Family Promise.

A mission trip to Ethiopia led her to a position as Director of the Visually Impaired Student Support Program with Fields of Promise, an organization dedicated to relieving problems associated with poverty, blindness, special medical needs, and educational deficits in Ethiopia. At the end of her seven years of service with Fields of Promise, Julie returned to school to pursue a career devoted to Mission in Catholic health care. She joined St. Mary’s in September 2018.

Julie earned her Bachelor’s degree in Economics and English from the University of North Carolina, Chapel Hill, a Juris Doctorate from the University of Virginia School of Law, and her Master’s degree in Health Care Mission Leadership from Loyola University, Chicago. She is a graduate of LEAD Athens and serves on the Monsignor Donovan High School Board of Directors.
